Het in het regeerakkoord uitgestippelde beleid stopt de daling van de collectieve-uitgavenquote. Uitgedrukt in procenten van het bruto binnenlands product lopen de overheidsuitgaven tot aan 2022 iets op. Hogere uitgaven en lastenverlichting doen het begrotingssaldo verslechteren. Ondanks de verschuiving van belastingen op arbeid en kapitaal naar heffingen op consumptie en milieuvervuiling groeit de werkgelegenheid door deze wijziging in de belastingmix naar verwachting niet structureel. De toch al geringe progressie van het belastingstelsel neemt verder af.
