Het is onmogelijk om voor een individu in financiële termen te definiëren wat het doel van pensioensparen zou moeten zijn; wat een 'goed pensioen' is. De strategie om dat pensioen vervolgens te realiseren kan daarmee ook niet eenduidig worden vastgesteld. Mede als gevolg van deze onduidelijkheid, is veel aan te merken op de manier waarop zowel individuele pensioenspaarders als de collectieve pensioensector omgaan met risico's. Anders geformuleerd: er is de laatste jaren te veel aandacht besteed aan risico's die vanuit het perspectief van de deelnemer irrelevant zijn. Dit heeft mede bijgedragen aan het afbrokkelend draagvlak onder het collectieve stelsel. Er is een aantal mogelijke stappen om het tij te keren.
